Zimbabwe's economy is now expected to grow by 3.5% next year, down from an earlier forecast of 5%, Finance Minister Mthuli Ncube told MPs as talks on the 2027 national budget opened in Bulawayo on Wednesday, The Herald reported.

The four-day Pre-Budget Seminar runs from 28 to 31 October at the Zimbabwe International Conference and Exhibition Smart City (ZICES). It brings government ministries and parliamentary portfolio committees together to go through proposed programmes and recommend spending priorities, according to The Herald and 263Chat. Ncube will present the budget itself to Parliament on 19 November.

Why the forecast came down

According to The Herald, Ncube said the lower figure rests on a possible strong El Niño weather pattern and a higher risk of drought, alongside continued economic stability and strong mineral exports helped by good world prices. The Treasury's 2027 Budget Strategy Paper, published in July, had pencilled in 5% real growth for both 2026 and 2027.

He told the seminar the government would keep cutting back its borrowing, aiming for an overall budget deficit of less than 3% of GDP, The Herald reported. The July strategy paper targeted a smaller gap of about 0.5% of GDP, with projected revenue of ZiG331.1 billion against spending of ZiG340.0 billion.

Ncube also said the economy had more than doubled in size since 2017. He put nominal GDP at a projected US$66.4 billion this year and US$69.1 billion in 2027, The Herald reported, with growth in 2025 driven by farming, which expanded by 27.9%, and mining.

What MPs are being asked to do

The theme for the 2027 budget is "Accelerating Economic Transformation and Building Resilience to Climate Shocks and Global Shocks". In a video posted by Parliament before the seminar, Ncube said the retreat is "to have a discussion on the budget allocations, priority areas and revenue measures to support the various government departments and the various programmes of government", as The Herald and New Ziana reported.

MPs will draw on what people said during public hearings held by Parliament's Budget and Finance Committee and other committees. Ncube urged them to make sure ministries stay within their approved budgets and find sustainable ways to raise revenue, according to The Herald.

Speaker of Parliament Jacob Mudenda called for stronger oversight by parliamentary committees, and said committees should be assessed on whether they deliver results, 263Chat reported. He also urged closer links between universities and industry so graduates leave with the practical skills employers need.

Why it matters

The national budget sets taxes, fees and spending on schools, hospitals, roads and salaries for the year ahead. What MPs push for in Bulawayo this week is often the first sign of what will be in the Finance Minister's statement in November.

For Zimbabweans abroad, the budget is also where changes to fees, duties and charges that affect money sent home, imported goods and property are usually announced. The lower growth figure is a reminder that drought risk still hangs over the economy, after farming led last year's recovery.

The seminar continues until Saturday. Zimbo Grapevine will report on the main recommendations and on the budget statement on 19 November.
