Rwanda's Cabinet has approved Helliate Rushwaya as Zimbabwe's next ambassador to Kigali. Reports say she is the first name in a wider reshuffle of Zimbabwe's diplomatic posts.
The Cabinet met on Monday 26 October under President Paul Kagame. It approved Ms Rushwaya as Ambassador Extraordinary and Plenipotentiary of the Republic of Zimbabwe to the Republic of Rwanda, resident in Kigali. The decision appears in the Cabinet resolutions reported in Kinyarwanda by Imvaho Nshya, and in English by Vision Media and AE News. NewZimbabwe quotes the Rwandan communique: "Cabinet granted agrément to the proposed Ambassadors as follows: Ms. Helliate Rushwaya, Ambassador Extraordinary and Plenipotentiary of the Republic of Zimbabwe to the Republic of Rwanda, with residence in Kigali."
Agrément is the host country's formal consent to a proposed envoy. It usually comes before the sending government names the ambassador and before credentials are presented. By the time of writing, Harare had not made its own public announcement. NewZimbabwe says President Emmerson Mnangagwa is "set to appoint" Rushwaya.
Who is Helliate Rushwaya?
Rushwaya currently chairs the board of the Zimbabwe Broadcasting Corporation (ZBC). NewZimbabwe, Pindula and The Zimbabwean all describe her that way. According to NewZimbabwe, she was appointed to the ZBC role in 2024 by Jenfan Muswere, who was Information Minister at the time.
In Kigali she will replace Charity Manyeruke, a former University of Zimbabwe academic, according to NewZimbabwe and Pindula.
A wider shake-up expected
The Rwanda posting may not be the only change. Pindula and The Zimbabwean, both citing ZimLive, report that about 21 Zimbabwean ambassadors are expected to be recalled or redeployed. That includes the ambassador to the United Kingdom, retired Colonel Christian Katsande. According to the same reports, Zimbabwe's envoys to the United Nations and the United States will stay in post.
Zimbabwe's government has not confirmed those changes. Grapevine could not open ZimLive's original report, and no recall has been officially announced. ZimLive also says several former senior officials are being considered for postings. Those names are unconfirmed, so we are not listing them.
Why it matters to the diaspora
For Zimbabweans in the UK, the London embassy is the main official link with home. It handles passports, emergency travel documents, document attestation and other consular services. A new head of mission can change the embassy's priorities and how it deals with the diaspora, even though day-to-day consular work is done by staff.
If the reported reshuffle goes ahead, Katsande's successor would take over during a busy period for UK-based Zimbabweans, many of whom depend on the embassy for travel and identity documents. For now, his recall is only expected, as reported by ZimLive. It has not been confirmed.
Grapevine will update this story when Harare formally announces Rushwaya's appointment or any other ambassadorial changes.
