President Emmerson Mnangagwa officially opened Zanu PF's 23rd National People's Conference at Chinhoyi University of Technology on Friday, telling delegates the party must move “step by step, brick by brick” as one. Introducing him, Vice President Constantino Chiwenga asked whether the party was repeating the mistakes that led to the Second Republic.
What we know
The conference runs under the theme “From Resolutions to Results: Consolidating Economic Development and Deepening Empowerment Towards Vision 2030”. It closed on Saturday, 17 October.
Mnangagwa urged members to stay united and avoid going it alone. Hurumende quotes him as saying: “There is no room for solo efforts or dividing our focus—neither lagging behind nor running ahead out of step. We move forward together: step by step, brick by brick!” Government spokesperson Nick Mangwana posted the Shona original on X: “MuZANU PF, hakuna mazvake-mazvake. Famba nevamwe.”
State of the Nation reports that the President described the party as united and on a sound footing and said it would govern “in perpetuity”. He paid tribute to the Chinhoyi 7, the liberation fighters killed in the 1966 battle near the town.
On the economy, State of the Nation quotes Mnangagwa as saying GDP has grown from US$16 billion in 2017 to US$66 billion, grew by 8.3% in 2025 and is projected at 5% in 2026, and that annual inflation is down to 2.8%. These are the President's figures; Zimbo Grapevine has not independently checked them.
He also raised concern about rising “marital crimes” that have cost lives and called for family values to be restored, State of the Nation reports.
Chiwenga, speaking just before him, said: “This beckons us to a brutal and honest self-appraisal. We must ask ourselves the difficult questions and confront uncomfortable realities. Are our resolutions truly coming from the people? Do our conferences authentically capture the voices of the grassroots?” He added: “Our Party belongs to the People, never to individuals.” State of the Nation and NewZimbabwe both carry these words, and iHarare has published the full text.
In Shona, Chiwenga asked what had brought the Second Republic about, said it was to correct the wrongs of the past, and asked whether the party was now repeating what had failed before. (Translation by Zimbo Grapevine of the remarks quoted by State of the Nation and NewZimbabwe.)
NewZimbabwe also quotes him as saying: “While change is inevitable, it must be orderly, anchored in our party structures and guided by our constitution. Change must be driven by the people not imposed from above.”
How the speech is being read
Chiwenga did not name anyone. NewZimbabwe described the speech as a subtle warning to Mnangagwa against efforts to keep him in office beyond the two terms set by the constitution, which some party members have backed. That is NewZimbabwe's reading, not something Chiwenga said, and we have not seen a response from the President's office or the party.
What we don't know yet
The full written text of the resolutions. So far they have been read out at the conference and posted by the party as a video.
When and how the party will amend its own constitution to match the new congress date.
Whether Chiwenga will respond to the criticism of his speech.
This story will be updated when the full text of the resolutions is published.
